It isn't a new version of ASP.Net is it, it's just the re-branding of WinFx?

All of ASP.Net 2.0 remains the same. 3.0 is a layer on top of 2.0 but there is much added.

Ah, so the additions are more for developing and running programs on Windows?

Yes, but every .NET Framework can be described that way. You can think of it as .NET 2.0+, where the + is Windows Presentation Foundation (a new extensible control library and more) and Windows Communication Foundation (sort of like web services and remoting and more rolled into one) and Windows Workflow Foundation (very much like the workflow stuff built into BVC5 and more). I believe .NET 3.0 will be in of Vista so that no separate download will be required (finally) for people with Vista. .NET 3.0 can also be installed on machines with XP.



The redestributable notes say that if the computer already has .NET 2.0 then only the new stuff is added. I have not checked to see if some of the 2.0 stuff is reved.
