Is my current download version in my account the most up to date or does it require these hotfixes? Is there a sequential order for fresh SP2 installs?

The version available from the “your account” menu does have the latest service pack installed, however it does not have the hotfixes included. The hotfixes will be packaged into Service Pack 3.
