Order Page fails to catch Credit Card Error

I entered an incorrect CC number into a test order. I assumed that some error checking Workflow that would catch this and send me to an error page but the order went through and I was transferred to the Order Confirmation page anyway. Since I sell downloadable products as soon as the transaction is complete the customer can download the files even without paying.
Why isn't there error checking code to prevent this? The Payment Processor (Cybersource in this case) caught the error and sent Error codes back to BV but BV didn't do anything to halt the order. This can't be that difficult to have as part of the software. Am I missing some critical update or code?
