SP 3.1 Issue with Page Errors when minimum quantity not met

This was fixed at one point but is broken again in 3.1:
Create an item with required modifiers as multiple choice.
Create a minimum quantity for that item.
User goes in and selects less than the minimum but also forgets to select a required modifier
User gets prompt to correct modifier not being selected
The next add to cart will throw a page error and you'll lose the sale like happens to us 2-4 times a week on average.

We are not seeing this here on any of the product templates. We have made no changes to the product templates between SP3.1 and SP3.2. Is anyone else experiencing this issue, or can anyone else test this one on their SP3.1 store? |

I'll install a fresh copy of 3.1 full and go through the steps. Make sure you are using custom urls.

Verified on stock 3.1 full standard templates, no changes. Custom url, product modifier that "is required" and a minimum quantity. The user enters a number below the minimum quantity and also does not select a required modifier. The red flag is thrown telling them to add a modifier, once done any add to cart action triggers a page crap.
