When a user checks out there is a area for shipping address and then below is a check box (checked by default) to set billing as the same.
I am getting a lot of AVS problems because people don't look at this very close. Is there a way to keep the option, but not have it default to checked. This way the customer sees a list of fields for the billing and can check it if it is the same.

Yes it could be done. Edit the checkout.aspx and set pnlBilling to Visible="true">

You might also uncheck the checkbox "Checked="false"" to be sure the information on the screen doesn't seem to be in conflict with the checked button, (currently checked by default) when a user signs in, but the previous order had different 'Ship-to' and 'Billed-to' addresses.


You can also throw a few <br /> in there to make a little room between sections.
