Product set as Inactive still shows with Querystring

I have a product that's inactive at the moment. Today a user ordered it, presumably by changing the querystring.
The active version is OE-C0002.aspx
The inactive version is OE-C0001.aspx
If you just change the querystring value the inactive item comes up on the store.
What does the Active Product check box actually do and how can this situation be be prevented (short of deleting the item from the Store)?

What service pack are you running? There was an active/inactive bug at one point that has been resolved in the latest service packs.
