Multiple quantities resulting in one package when it should be more

We are using version 5, SP3.2, with the 5.3.2.21 version of BVSoftware.Bvc5.Shipping.Ups.dll, and the Structured Solutions shipping rules component.
Our site ships large products, and they should all be shipped separately. Yet whenever the user adds multiple quantities of an item to the cart, the UPS request is trying to make it into one package. We even tried the 'ship separately' checkbox in the bvadmin, but it didn't change anything.
Any advice?

It may be that the same item, even when marked "ship separately" are still combined, only separate from OTHER ITEMS -- have you tried "By Item Count" rule using SS shipper rules? |
