Shipping offers vs Order Discounts (how to order offers?)

Hi,
Just a quick question around the order in which offers are applied.
I try to give 25% off for all orders over $100 AND free shipping for all orders over $100.
Now, my problem is that if someone places an order for $100, they get their discount and the order costs $75 but they also get free shipping.
I'd like the free shipping to be calculated on the final price of the order and not on the pre-discounted price for the order.
So basically they would have to order for $125, get 25% off, have the final order price over $100 and then get the free shipping.
Is this possible?
