BV Verisign PayFlowLink Issues with failed transactions

We are having an issue that when a users payment is rejected by our Verisign PayFlowLink account, instead of sending the user back to the checkout page, it is showing the user a sucess page.
In the order information we can see information about the failuer..
<SPAN id=ctl00_MainContent_PrivateNotesField_ctl03_NoteField>Charge Warning: Transaction Declined - Payflow Link ...
Question is WHERE do we set something so that if the transaction fails on <SPAN id=ctl00_MainContent_PrivateNotesField_ctl03_NoteField>Payflow Link it takes teh user back to the checkout page and show the error from payflow..
