UPS Validation fails on lower case state abbr.

If I enter a state abbreviation as lower case instead of upper, I get an error on UPS that the state code is unrecognized. Any suggestions on how to fix to force upper case or something?

I CAN'T enter lower case in the ship-to feild on the one-page checkout.
Where are you entering it? Do you include countries other than USA? More info......... |

Sorry - it is in "Ship By UPS" - go to Order Manager, pick an order, then Ship By UPS - instead of a dropdown, the state field is free text, so you can put anything there. It is a problem I could live with, but would be great if it was the same as the other dropdown lists.
On that same page - under Reference Number, it has Order 1234- followed by the session ID or something. How can I get rid of that?
