I just realized that there is no minimum quantity check on cross-sell items.

From the page which displays the cross sell items after an item is added to the cart,

I am able to add items to my cart with any quantity I like even if there is a set minimum on them.

I am running BVC 5.4 rev 5, I installed all the hot fixes and did not make any customizations.
