Is it possible to configure taxes such that tax only kicks in once an item is over a certain amount of money - say a garment that only becomes taxable if it is over $175 where tax is only applied to the amount over 175?

Not that I know of, at least without some customization.

Not even sure that's legal -- if you are intending to pay a customer's tax for them, I don't think that is allowed.
