Does anyone use the mailing list function? It seems that there is no way to select users and add them to a mailing list other than manually typing in that user's email address. Am I missing something?

The user can sign themselves up via the "My Account" page or via a mailing list signup content block if you add it to a page.
Mailing list sign ups are separate from user accounts which allow "browsers" to get marketing email from you without actually creating an account.
