Our state/region dropdown does not pre-populate for new users, even though only on country is available (Canada) and is displayed in the country field.
In place of the drop-down is a generic input field, which the user can enter whatever word he chooses, but taxes are not correctly applied.

If I create a new "country" called "select" and make it the default, then the user can choose Canada, the only other option, and the state/region box then properly becomes a drop-down and Canadian taxes are applied.

However, if they leave "select" and do not choose Canada, then we face the same issue of no taxes and no populated drop-down.

Any suggestions?
