How to prevent sales and offers from being combined?

My client (the web store owner) has requested that I configure the store to prevent users from applying "offers" to products which are on sale.
Has anyone accomplished this? How can it be done?
I had the idea that instead of creating a sale, I could create an offer based on product selection (which would not require a promo code). Then I would be able to select the "Cannot be combined with other offers" option. However, I find that when I create such an offer, the sale price is not displayed on the category or product detail pages. Only when a user adds the item to the cart is the sale price displayed.
Any help would be greatly appreciated.

Ok I sort of assumed that would be the case.
Any idea where I would start with that? I have the full source code, but honestly haven't looked into how sales / offers work under the hood.
