Activating gift wrapping as an option during checkout

I am using BVC 2004 and I can't get the Gift Wrapping option to appear in the shopping cart. I have gone to Settings > General Options and checked "Allow gift wrapping in cart?" and also put in a dollar amount. I then went to a specific product and checked "Gift wrap allowed." I went to test it and it didn't see it show up anywhere.
2nd half of the question is, once the above is working is there a way to activate gift wrapping all at once as opposed to going to each individual product?
