When you delete a shipment, the "Shipping Changed" workflow is run. But when you delete a payment, the "Payment Changed" workflow is not run.


Steps to reproduce:



1. Create order with COD payment.

2. Receive Cash payment ("Payment Changed" workflow is run).

3. Delete the Cash payment ("Payment Changed" workflow is not run).



Note that if you refund any or all of the cash payment, then "Payment Changed" is run. I assume that deleting a Cash payment is equivalent to refunding the entire payment.
