I realize BV went with Anthem on this project. Without knowing many of the details and differences between the two projects what are the general views on which is the better implementation?

We went with Anthem because ASP.net AJAX was beta when BVC5 was released. Anthem is far simpler and has set controls that you use that handle all of the AJAX for you, while ASP.net AJAX does have a control library that you can install, but for the most part it is a library for you to create your own AJAX enabled controls. It also includes libraries for client side scripting and other features. Both are excellent tools and I would recommend that you give both a quick try before picking one over the other.

As one reviewer put it, Anthem is "stupid simple".

As an aside, the folks at Telligent (Community Server, etc) also use Anthem.
