I know this has to be an easy one I'm missing, I want to create a custom home page title, where is this entered? I see room for keywords and description, but not the actual title of the home page.

The home page title uses the store name. Which is on the Options > General tab. |

The store name stays firmly in place at the top of the page when on a category page. Shouldn't the Page Title entered into the Page Title field on the category edit page be used instead? Anything I enter there is being ignored.
I'd like each category page to have a more specific title, esp for SEO rakings and Google listings text. |

No, it shouldn't by default. This is the store name/brand, in place of a logo, so changing it on every page would probably be confusing to customers if not done exactly right (i.e., prefixing a short category title to the store name).
If this is something you want to do, I'd suggest making your category titles H1s and use a logo image in place of the H1 store name. |
