Estimate Shipping Rates window stops giving rates after payment on BV Commerce 5 store

We have only one Shipping Provider set up for UPS. A store user can get shipping rates and checkout and make a pyamnet just fine. Once the payment goes thru the Estimate Shipping Rates window will not get rates for the next user unless we do an IIS reset. Any suggestions?

You could try turning on Diagnostics mode in the shipping method (BV Admin > Options > Site Settings > Shipping > your shipping method) and then check the event log to see if any errors are being recorded (BV Admin > Options > Event Log). |

I checked the error log and it shows no errors but we get no Response: <?xml version="1.0"?> line back when it stops working. It just shows a bunch or request lines.
