1. Shouldn't a quantity of 0 be disallowed?
2. With inventory enabled, stock set to 1, and the software set not to merge identical items, the item can be added to the cart multiple times.

BTW,
There is a bug in there and an interesting one.
For a product with a price X create a Product offer and apply 10% discount on the product that requires no promotional code.
Go to the product, and add it to the cart. On the product page the product will have price X. In the cart it will appear with price X - 10% which is correct.
No press back to go back to the product page and click on Add To Cart again. The product will appear twice in the cart even if you have Merge Multiple Products set on true.
The bug is in the LineItem.ContainSameProduct in the first test that checks if the product you try to add is the same as the one on the line and verifies the price. But because the product that you add still has the original price until the offer is applied the check will fail and the Cart will add it as a new line. Woops :)

It all depends on your option of when to reserve the product. On Add or on Checkout. (Options/Inventory...)
If your option is to reserve on checkout then of couse you can add it to the card as many times as you want but you will not be able to checkout.
Imagine two persons visiting your site. One does an add to the cart. Should that automatically dissalow the other person to add to its cart? Maybe the first one will never finish the checkout :)

Corneliu,

If there is x in inventory, regardless of whether it's reserved at Add or Checkout, it shouldn't allow a customer to put more than x in the cart.
If it's reserved at Checkout, another customer could also put x in the cart - but that customer should not be able to add 2x.

As it is now, it's somewhat circular - there's x in inventory, you can add 2x to the cart . . . you can't buy 2x . . . you can add 2x . . . you can't buy 2x.
