Couldn't complete an order from Canada, shipping to USA

I received a call from a customer in Canada who said that he wasn't able to fill in his billing info - no Canadian provinces show up in the drop down. I don't ship to international, but he's shipping to the US, only his billing address is in Canada. Shouldn't the two be separated on the checkout page?
Shipping to US only shouldn't close out other country's billing addresses. |

Hi Mitch,
The way bvc was designed the list of "Active" countries applies to both the billing and shipping addresses. The way we have gotten around is by setting canada as an active country (also, others based on our customer's needs) and then create a shipping method called "WE DO NOT SHIP HERE" and setting its rate to $10,000. We then set all the "real" shipping rules to not apply the target countries. |

Hi Mitch, You can actually activate as many countries as you like. As long as you remove them from the "Ship To Countries" in your shipping methods, your users will not be able to ship there. However, I recommend that you only activate the countries in which you want to do business with.
