Need Help on Promotion code: Restriction on One per sotre or One Per Customer NOT working

Our site will be using coupon codes. My understanding is that when we create a discount coupon code or a promotional code with a setting of "per store" = 1 time, that the code can only be used once by any person in the store. This is not the bahevior we ahve seen. When the order is placed using the coupon, a subsequent order still reduces the total for the amount of the discount. In other words, the coupon can be used as many times as wanted. Attached is the print screen. Am I misunderstanding the use of this setting? Please advise. Nolan Update, we did some testing with a coupon restriction of "one per customer" and it allowed the discount as many time as an order is placed with the same coupon code using the same login and for the same products. I have noticed the same thing. I am doing testing and have created a similar offer, restricting usage to 1 usage per store. I have placed several orders using this offer and all orders receive the discount even though usage is set to 1 per store. This can't possibly be expected behavior.
