Free Shipping Validation Error with Paypal Express

When adding an item that has a FREE SHIPPING offer, one cannot proceed past the Paypal Express checkout page...
It is requiring a shipping method be selected, even when it is selected! |

shouldn't this be an issue with paypal? you set up all your shipping information with paypal right.... |

No. The error appears to be a validation error on the Checkouts/Paypal Express/Checkout.aspx page. We created a Free Shipping offer, then proceeded to the Paypal Express Checkout... Even though we select the option "$0.00 - Free Shipping", it does not validate correctly.
