Offers - Free shipping look odd at checkout page

I took a complicated order on the phone and offered to eat the shipping for a good client. I created an offer called "Shipping Waived". See below. It looks wrong on the checkout page. See below. Why isn't this showing as $0.00 at the top of the page? I also don't like $100.00 showing for 100%. I figured out where the odd shipping cost is coming from, but I'm disapointed that it shows up at all... I have picture frames set up so you can select sizes via drop down menus. A menu for Vertical size and a drop down for horizontal. Each choice modifies the price and the add'l shipping charge. See below. The Shipping Adjustment is added to the base info on the product page and viola!... I'm pretty close at checkout. So, how come an offer for 'Free Shipping' gives you 0.00 at the bottom of the invoice, but isn't shown as 0.00 at the top?
