Edit user address adds AL for the state automatically

I don't know if anyone has brought up this annoying little bug. If I edit a users address but don't select a state, it automatically inserts AL. Many times I don't have the customer's address but want to add the info that I do have, such as website address or phone number. Once AL is in there, I can't remove it. I can only change it to diff state.
