Old "AL" state problem now replaced with a blank

Under SP2 if you edited an order, the state field would change to AL by default (top most entry) -- now it appears that the top most entry is a blank, so that when you edit the order, it changes it to nothing! |

I'm not sure what is going on -- I just edited another order and the state did not change -- but what was strange was that there was an .80 overpayment (PayPal express) - I have seen this before with PPXpress orders -- but every time I moved back and forth from the Payment Screen to Order Details, it added an additional .80 -- |
