Payments not able to auth/charge for foreign orders with non U.S. address formats

Problem... some foreign orders do not have the same address formats. For example, no "state" is associated with some regions. However, our payment processor will kick back processing errors because it does not have 100% of this information, even though none can be supplied or even selected. How do we get around this????

Who is your Payment Processor? We use Authorize.net and get foreign orders all the time without any problem. Perhaps there is a settinga at your processor? |

We use Paypal Website Payments Pro... and this is not a setting we can control through them. I am guessing it is with the DLL file provided by BV.
