I cannot seem to find an option for this and need users to be registered users. If they don't have an account, they need to sign up for you like the way BVC2004 used to work. Switching to the BVC2004 checkout process seems to bring back the multi-step process, but still allows for anonymous checkout as far as I can tell.

See if this is what you need:
Admin>Options>Orders(left Hand Navigation)>Default Checkout (select Checkout form Drop Down Menu)

That changes the checkout from single-page to multi-page (BVC2004), but both allow anonymous checkout. I need only registered users to be able to check out because of some of the questions that get asked on the registration page.

I know anonymous checkout is generally a great thing, but not always and I think it should be an option... This is from the New Features list of BVC5, is this not the case?

Anonymous Checkout
BV Commerce 5 offers merchants the option to let customers place orders without registering for an account first. Some merchants find that "anonymous" checkouts lead to higher conversion rates. Those merchants who benefit from registration will still be able to require logins at the flip of a switch.

Options -> Workflows -> Checkout Started -- add "require login before checkout"

I personally never have understood "anonymous checkout" -- I have had customers ask for it -- but the only thing it really does is prevent them from checking on their orders -- there is nothing "anonymous" about it -- you still have the database record with the customer info and credit card info (until it expires). It doesn't save any time for the customer - only headaches for the merchant!
