A client is trying to refund an order but when they click either Refund or Void from the payment page they get the following error:

"Transaction Declined - A valid referenced transaction ID is required."

Their payment processor is Authorize.Net and the transaction is only about two weeks old. Any ideas?

See if this works for you.
After the funds have been Captured and Settled:
I use the original transaction ID when I do a refund
from within BV through Authorize.net.
There is a place for you to enter the original transaction ID.

Make sure you are up to date on patches and updates -- there was a fix to this -- or you need a new payment.dll I believe for that to work from within BV. Other than that you can easily find the transaction from wtihin Auth.net and issue the refund there.
