Suggestion: Admin Payment Options separate from User Payment Options

I periodically have users who request to pay by check instead of CC. I normally don't want to get checks so that option is turned off in the Payment Settings section. To place a check order I have to turn it on, enter an online order for the customer so they get an invoice, and then turn it off (and hope no one else enters an order paying by check while I'm in). It would be a helpful feature for the Admin side to have checkboxes that enabled payment types just on the Admin side.

My temporary solution was to enable "telephone" payment so that it shows up in the admin "new order" pages, but then to comment it out for the customer pages so they are not presented with the option.
