PayPal Express non-confirmed address issues

We have a customer on 5.3.2 fully patched that is having issues with PayPal checkouts - every order that tries to use PayPal for the check0out comes back with a non-confirmed address error; I've tested it with my own PayPal account, which has a confirmed address, and still get the error. Any work around's or ideas where to start looking? We've checked the PayPal account for the customer, have turned on in BV Admin the "allow non-confirmed address" choice but still no luck... |

I'll have to check but I believe 5.4 did some updates to PayPal concerning addresses.
