UPS shipping estimate not matching order value

We're using BVCommerce version 5.3.2.31
Checkout works fine and has for months.....
We just noticed a shipping calulation weirdness I'd welcome thoughts on.
We use UPS real time shipping rate calculations, basic function built in BVC, no plug ins / add ons.
I've looked at the Event log for shipping details back from the UPS servers.
OK, so I put a 7 pound product in my cart, and get a $9.49 shipping estimate for it. This is OK, I see that Ups says X, then we times it by the shipping adjustment Y and comes up with $9.49 - that's all OK.
But the I click ORDER, and place the order, and the invoice says $8.92 for shipping instead.
This is repeatable.
What's going on?

The shipping estimator is not sending a street address or city, so UPS is sending you an estimate based on the zip code. When you check out, you include the street address and city, so UPS is sending you a more accurate quote. |

Unfortunately, no. If your client wants accuracy before checkout, you will need to customize the estimator to collect and send a full street address.
Some people may feel uncomfortable sharing those details before checkout. So that change may backfire. If you decide to proceed, try to gather some before and after statistics so you know if it was effective. |

Perhaps a note that indicates the estimate is just an estimate. |
