Is there a way to restrict the pain-in-the-butt customer that likes to cancel his custom orders in the middle of the process by filing unsubstantiated disputes with PayPal for instance?

Have you tried the fraud screening feature (Options >> Site Settings >> Fraud Checks)?

That should do the trick, thanks Aaron! I hate to ban someone but I really don't need that kind of customer. I would rather send them to my competitors, lol!
