How can I charge a flat percentage of order total for shipping?

Is this possible without creating a long list of entries in the By Order Total method?
We have a client who would just like to charge 10% of the order total.

Arlen,
Have you figured out a way to go about making this happen? I have a customer that would like to have a shipping table up to $300.00. Then anything over $300.01 would be charged 9% of the order total.
Can anyone point me in the right direction?

Anything that isn't built-in to the software can be added by custom coding your own shipping rate provider through our plugin model.
