I am setting up a store for a client that uses Paypal Website Payments Standard. The only options I see available are Paypal Website Payments PRO or PayPal Express. Is there a way to set up the PayPal Website Payments Standard account?

PayPal Website Payments Standard used to be called "Buy Now Buttons". BVC5 does not support Payments Standard, but you can still use it. To setup your website to use Payments Standard, use the PayPal website to generate your button code, and then paste it into the product long description.

To avoid confusion, you should probably remove all of the "Add to Cart" and "Checkout" features that come with BVC5.

That's a good suggestion - but what I'm trying to do is to send a complete shopping cart to paypal, not just one item - is it possible to change the code on cart.aspx so that It is submitting to "paypal website payments standard". We have seen this on other shopping carts, but prefer to use BV. The main thing we want to achieve is that with the payments standard system, paypal will show a paypal login page that also has an alternate option to pay by credit card without creating or logging into a paypal account. But this option is not availalble when the purchase is processed via paypal express.

I'm sure it is possible to change the code, but I'm not aware of anyone that has done it. You might try asking the development partners on the Partners page if they have done that and what is involved.
