Certain products that I am selling are prohibited in various states. To prevent selling to individuals in those states, when the customer chooses their ship to state from a drop down box of states it will not sell to them if they choose a prohibited state.
However, when a coupon code is used when running Mozilla Firefox, the drop down box is no longer there. Instead there is horizontal list of states and a box for the customer to input their ship to state. More importantly, customers in prohibited ship to states are no longer prevented from purchasing.
Does anyone know how to fix this? Is this a bug with Mozilla Firefox?

You'll need to adjust the CSS (Cascading Style Sheet). There are minor differences between IE6, 7 and FF. Testing on a fresh computer with a different browser is a must, as you've found out. This is not a problem with BVC or IE/FF, sometimes the differences just show up and smack you in the eyeballs.
Find a BVC site that works as you need and have a look at their CSS.
