When a user from the UK buys something from my site. Their shipping is $0.00. The Get shipping rate link says '$0.00 - To Be Determined. Contact Store for Details'

Is there something I'm missing in calculating the UK shipping cost. A setting or something? How do you set up international shipping?

Is there something I need to do in the "Shipping Methods" section?

What method do you use to send to the country and is the carrier setup correctly?

USPS and UPS. For US shipments it works fine.

If I create the international shipping By Item Count, By Order Total, By Weight, Per Item or Per Order. Then it comes up.

But if I don't have that and just use UPS, FedEx or USPS. It doesn't work. Even though I have it selected the UK in the Ship To Countries area.

I even created another USPS and selected 'Priority Mail International Flat Rate Envelope' in the service dropdown. Still nothing.

I think 5.3 had a bug in the USPS provider that prevented the international rates from being displayed. I also think it was fixed in 5.4. I don't think the UPS and FedEx providers had any problems with international rates in either version...just be sure to include appropriate UPS rates in your shipping method. For example, Standard is appropriate for Canada, but will not display for the UK.

I am using 5.3.2.20. I downloaded the zip file for 'BV Commerce 5.4 - Full and Upgrade (rev. 5)'. So how do I upgrade? I only see instructions for new installs.

Do I just copy the src\www files to my store?

Run the CreateNewStore.exe executable. Click the "Upgrade 5.x Store" button. That will upgrade your existing store to 5.4 version. Never do this on a live site. Download all your site files and database to you local server. Set it up on your local server and ensure that the store is working on local machine prior to upgrading. After the upgrade is done, test the upgraded store briefly and then upload the files back to your live site.
