How do I set-up shipping rates based on postal code?

We need the ability to set-up special shipping rates based on a user's postal code range because we offer free local shipping. Can someone advise on how I would accomplish this? We are in Canada - and need to give a list of the first three characters of the postal code to accomplish this. Eg: K2P, K2H, K2S etc - so if anyone had those as the first three characters of their postal code, they would be entitled to the offer - otherwise the normal shipping options would apply.

Todd, You cannot do this out-of-the-box, but there is an add-on made by Andy Miller's company, Structured Solutions, that will do this. The add-on is called the Shipping Rate Rule Providers. This allows you to create just about any shipping logic you can imagine, all from the admin (no programming required). We've used this on several client websites with great success.
