Customers not receiving the "Shipping Update" email

Hello,
I'm asking co-workers to place test purchases from our website and they're not getting the "shipping update" emails. When I place an order as the system administrator, I get the "admin order", the "new order" and the "shipping update", however, other people are not getting the "shipping update" emails.
Is there a setting I missed? Any help would be greatly appreciated.

Just a thought: are you marking the orders as paid before shipping the order? |

when the credit card clears, authorize.net sends an order to the customer, BVCommerce marks the order as "paid", then I get an email from BVCommerce as the "merchant", then I go into the "admin" section, then Orders>Order Manager>View, then process the order by adding a note to the order under "private", ship by ups, print the ups label, and that's it. A few seconds later I (if I'm placing the order as a systemadmin) get the "shipping update" email with the tracking number. what did I do wrong?

Your Dashboard > Options > Workflows
Edit the "Shipping Complete" Workflow
Check that you have "Email Shipping Info" in the workflow.
If not, drop down box, select "Email Shipping Info" Click "New"
Click "OK" |

Matt,
I followed the above steps, but the shipping update email goes to admin email instead of customer's email address. And also I set the "Email To:" to "To Customer" using drop down.
I read somewhere on the forum that this is a known bug and latest patch resolves it. But, m unable to find that patch.
Could you please help me out?
