I'm trying to figure out if there is an easy way to force customers to accept our rental agreement during the checkout process. I'm assuming can create a workflow to make this happen but I wanted to get a few knowledgeable opinions.

There is an option for the admin to force the customer to accept the terms of the web site upon checkout, so in short you could make those terms the actual rental agreement. You as the admin have the ability to edit the terms to read anyway you want, so that should work.
