What do i need to put in my CSS to make the left "MenuColumn" (basically Column 1) extend the full height of the "Content" block?

You can't really do that, 100% hight isn't bulletproof in most cases.

To get a column background you can create a faux column by repeating a background image on the main container. This is probably the best, safest way to do it as apposed to using javascript, tables or other methods/hacks.

Here's an example of what creates the left column on BeerTees.com, so you can see what I'm talking about:
