What about Ruby on Rails or ASP.NET MVC? In those situations you don't have a one-to-one correspondence between URL and pages. I think that's what Google is trying to avoid most of all. They don't want to index the same content again and again on different URLs when it really is the same page. However, the value of having keywords in your URL is too valuable to give up. It's not going to be practical to generate static HTML pages for a catalog of any significant size and if you're doing the rewriting and generating correctly there should be zero difference in the end HTML generated.
In the end it's all HTTP 1.1
