Carrier surcharges for COD collection are not included in shipping rates

On both the one page and BVC2004 style checkouts, payment method is identified on the same page as shipping method. When the order is passed to the shipping provider for a rate request there are no payments attached. The shipping provider can not determine if COD is requested so the rates that are returned do not include any surcharges the carrier may include to collect the payment during delivery. |
