Product recalls - possible to generate list buyers?

Is it possible to generate a list of buyers of a particular product (sort filter) in the event of a product recall, special accessory offer, warrantee expiration notice, product version updates, marketing, etc.?
This could be in Control Panel > Order Manager, with an ability to broadcast to the list via email.
