Options->Track Inventory On New Products->X
Options->Default Inventory Mode For New Products->Leave On Store
Create Product 1, Add it to Category 1.
Clone Product 1 as Product 2, tick the Clone Category Placement.
open Category 1. It does not have Product 2.
open Product 2, Inventory, Click Save Changes.
open Category 1. You have Product 2.
