Country in New Manufacturer only displays country configured in the Options->Shipping

I try to add a Manufacturer from Israel but I can't set his country as the only countries I see are the ones from Shipping which is a bit wrong.
I'd love to see all the countries as my Manufacturers are from all over the place :)

This has been requested before. We need a way to designate a country for shipping, for billing and for other purposes rather than just active/inactive.

Marcus,
I think you only need countries for shipping. Why would you care the billing country if you ship to the list of supported countries?
Also in the Admin sections all countries should be visible all the time. I don't think in manufacturers/vendors or other admin parts limiting the countries is of any good.
Just show all of them all the times.
