SP3: Shipping offers not displaying for customers (not a serious bug, just confusing)

I've set some free shipping offers for customers if orders are over $20 for USPS First Class, $75 Priority Mail, and $125 International Priority.
When they click "Estimate Shipping", or in their shopping cart, the shipping totals show up, which confuses them. It is however working correctly, as you see zero shipping in the Summary totals. |
