neworder.aspx - get shipping rates XMLHttpRequest?

We have users that use the bvcommerce admin pages to create new orders. Two of the users in california on seperate pc's get an error when selectign the Get Shipping Rates button... but other admin users are fine.
The error says "Input string was not in a correct format"
Any tips on how to troubleshoot woudl be helpful. it seems to do AJAX to get the data but i assume that happens server side?
Can it be caused by XMLHttpRequest ? if so what other pages use it so that we can narrow that down.

is this the same as my state in lower case? If you enter "ca" instead of "CA" for the state, do you get an error?
