when is a user not created? I have an order where the user completed the order successfully but no user exists in People | Users.

one page checkout does not auto-create an account.
There's a workflow solution in the forums. Can't find the thread though, Joe A (birdsafe) started it somewhere and has made the update and it solves the issue. |

If you open the Workflows - Checkout Started -- you can select "Require Login Before Checkout" |
